In April of this year Water Discharge Consents were brought into the Environmental Permitting Regulations (EPR) in an aim to streamline existing environmental regulation. As a result a discharge of < 5m3 of domestic sewage effluent from a sewage treatment plant to a watercourse or < 2m3 of septic tank effluent to ground (soakaway) may be eligible for a free exemption. Registration is necessary before a discharge is made and guidance notes should be read to make sure all conditions for registration can be complied with e.g. a watercourse that normally contains water throughout the year. If you already have Consent to Discharge it automatically became an environmental permit on 6 April 2010. Application outside of the conditions for registration still require a full permit is applied for. Such an application is assessed for potential impacts on water quality, taking into account the views of members of the public and other interested parties who may be affected by the proposals. The EA also consult a number of statutory bodies, such as local authorities, water companies and Natural England.
